Why does my defined layout for 20 x 4 labels pull in with only 13 rows as a new document?

Trying to print dBase to label sheet 20x4 Avery 8167. So I define a table of 20 x 4 thinking this will get me one step closer to finished product. After saving the tedious massage on the table I save it. File New Wham the table is only 13 rows.
