Every time I open LibreOffice the tips dialog pops up. Even if I unselect the dialog it still comes back. How do I opt-out of this?
May be your selection doesn’t find its way into the user profile due to it being corrupted. Hence I’d suggest you reset the user profile, make your choice once more and check again.
Can you add more details about your installation? Show the About… dialog, and the first group of data there is the part that’s helpful. In my case:
