I’ve install a number of extensions (linguistics, for example) and the function appears in the toolbar. I am using the tabbed interface. When I look at what under the ‘Extension’ tab, it is always completely empty. I thought any installed extensions would appear there. Is this normal?

I have the same experience. I’m currently converting some add-ins I made for Microsoft Excel and the first stumbling block here was trying unsuccessfully to get Calc to display anything in the extension tab.
For any extension to appear in the tab interface, It must have the corresponding instructions in its installation settings.
Most extensions predate the tab interface and/or have not updated their installation instructions
