I know that Windows 10 speech recognition will OPEN Libre Office Write and work on menu commands and buttons, but will it dictate?

Under unknown conditions I can use windows 10 voice recognition to initiate a text box within the libre writer and insert it into the libre writer document. I do not know how I created the condition and difficult to replicate. I can use Wordpad and copy to Libre write but very time consuming. Any thoughts?
How do you use Wordpad for speech to text? I will copy from there to Libre Write for now.
