windows 10 is blocking my update and now has blocked the reinstallation via the administrator tool I am on the administrator account. How do I get Office Libre back?

Office Libre worked fine yesterday and now today after a windows update, I cant’ get the download to reinstall. I get error 1303. I am logged in as the administrator. How do I give the installer the permission? I gave it permission when I said it could make system changes.
