I have downloaded Libre Office 4.4.6 winx86 for Windows 8.1 64 bit . I have problems with Writer : working with a new document , a message on restoring document is appearing constantly . It says restoring is not done because functioning Libre Office is interrupted due to an unexpected error . A message is shown : " Fatal error : Unknown SEH Exception " - My PC says Libre Office is not compatible . How could I resolve that problem ?

It looks that you will need to make a bug report (directly or via the Bug Submission Assistant).
There is already an SEH bug-report (fdo#82838 - awaiting info) but I do not think it to be connected with your situation.
