Writer forms: Can't limit carriage returns (scrollbar disabled not working)

LibreOffice 7 - Writer
A user create forms with a text box with this attributes:

  • 5 lines height
  • Multiline (multipleparagraphs) input controls
  • 200characters limit
  • Vertical scroll bar OFF

However, after exporting to PDF, user can press intro 20 times and enter text. That is NOT visible cause exceeds control visible area. That should not happen!!!
