How can I give LibreOffice write permission on Win 10 version 1809? It cannot create a new file or write to an existing one. Insufficent user rights.

On initial install I got the error cannot create .lnk file and install was terminated. I reinstalled again, unchecking “Create a start link on desktop.” LibreOffice works but any attempts to store a new file gives error “File not found,” and attempts to store to an existing file yields," Error saving the document. Object not accessible. The object cannot be accessed due to insufficient user rights.” Openning a file gives error, “Document Could Not Be Locked” giving choice Open Read-Only or Cancel. Running as administrator gives the same results.
