LibreOffice Base does not come with Lubuntu 18.10 Desktop 32 Bit

Every application of LO comes, except LO Base.

If I have to install by myself, what should I do?

Every Ubunbu based system (and some other Linux distros) seem to not include Base in the initial default setup. Don't have a reason why. You can typically install it from their Software Manager.

If you are in fact using a 32 bit OS you may have other problems with Base. That has to do with the Kernel. See this post for a fix -> How do I get Base to work under Lubuntu 16.04?.
