Regarding point 1: attach a sample file
Regarding point 2: auto replacement of quotes is configured in Tools>AutoCorrect>AutoCorrect Options, Localized Options which assumes that your text is correctly language-tagged to reference the proper replacement. Have you tweaked your styles or Tools>Language in such a way that you are now in language “none”?

Changing existing straight quotes to curly quotes is more complex than you’d think.

The easy case is isolated words. I define isolated words as those surrounded by spaces, i.e. opening quote is preceded by space and closing quote is followed by space.

In Edit>Find & Replace, enter Space" in Find: and Space and one of the quotation marks between U+201C and U+201F (it is probably easier to enter them temporarily into your document to copy and paste them in the dialog) in Rreplace:. The exact mark to use depends on the typographical conventions in your country and language. Do the same for closing quotes with sign and space permuted.

Depending on local conventions, punctuation may be or may be not included inside the quoted sequences. I even know a national rule where it depends on the semantics of the quoted sequence! If punctuation is inside, then there is no difference with isolated word. If punctuation is outside, you may perhaps handle the case with regular expression "(.)Space and replacement chosen <curly_brace> followed by $1Space. Don’t forget to tick the Regular expressions checkbox.

If this is does not work, you’ll have to process every punctuation individually.

Do the same for straight single quotes.

For future quotes, configure Tools>AutoCorrect>AutoCorrect Options, Localized Options tab.
