Can’t get marks to appear with axis labels

I have a chart with positive and negative Y values. When I position the X-axis labels using Near axis or Near axis (other side), the interval marks appear as expected.

However, when I position the X-axis labels using the settings Outside end or Outside start, the marks do not appear.

Check if setting axis line to some value other than none helps.
