Can I change the text direction to vertical?

Sure. The big question is what is meant by vertical:
- Click to select Text Box, square handles will show, click again and the handles will change to round rotation handles (or select once and click Shape> Rotate). Grab a corner handle and rotate to desired angle, hold down Shift Key to constrain angle to 15° increments.
- Select the Text Box and click in the menu Format > Position & Size (F4) select the Rotation tab. Choose the axis of rotation, and enter the rotation angle
- Grab bottom right corner handle of Text Box and drag it to make a text box one character wide and as tall as needed. You might need to press Shift+ Enter between words to get spacing. This method produces hard-to-read text so best limited to just a few words.

In case “vertical” means writing top-bottom right-left as common in Japanese or Korean, you first need to enable the CJK language support. That is in Tools > Options > Language Settings > Languages. Mark the option “Asian” and select a default language for you documents. When you are now in text edit mode, the “Text Formatting” toolbar has an icon on the right side to switch to vertical writing.
In Writer you can in addition set the writing direction in the page style.
