I’m interested to know if there is a solution here. This reminds me of some older, “proper” type-set books which commonly arranged notes at the foot of of the page according to size. Here’s an example from a Clarendon Press book on classical palaeography - see notes 3 + 4, 5 + 6, 12 + 13. If LibO Writer could pull this off, that would be great … but somehow I doubt it’s possible.
To the best of my knowledge and as a result of some test I think this is not possible.
However, feel free to place an enhancement request.
