Hello @VJohn, in LibreOffice Writer documents you can add Captions only to graphics, tables, frames, and drawing objects. To add a Caption to one of these objects, do:
1) Select the item that you want to add a caption to.
2) Choose Insert - Caption.
3) Select the options that you want, and then click OK. If you want, you can also enter different text in the Category box, for example Figure.

Even when table is selected, the menu “Insert - Caption” remains diabled in my case. I am using LibreOffice 6.0.7.3 on Ubuntu 18.04
