Is there a bug in LibreOffice Draw's gradient coloring?

Gradient coloring of objects in Draw breaks. For instance, with the linear gradient type, the direction cannot be changed from the default value 30 degrees. Typing a different value and pressing enter change it back to 30 degrees.

Can the issue adding gradient fill colours be solved?

That is a problem with adding a gradient fill in the page style dialog, see bug tdf#103916 too. Workaround: First insert a dummy shape, define and add the gradient in the area dialog of the dummy shape, then use it in the page style, and then delete the dummy shape.

Could be done in the actual shape.
And instead of Add, you can Modify the selected gradient.
