The arbitrary limitation on new users not being able to upload a file is counter-productive. Inspecting a file can be the easiest way to see where a user has a problem.
An example is Horizontal alignment of table in format page where there is a problem but it requires just guessing at what the issue is because the OP cannot upload a sample file.
Can the restriction be loosened a little to say 3 files a day? The next level has no restrictions at all.

Done. It just happened to be the default… The only tunable is the number of attachments (there is no restriction on screenshots) per post for new users, which I raised to 1 from 0.
