Question Mark Placements not Checked

I found my Writer is not checking question mark placements with quotes. I attached a sample and BOLDED the correct answers that it should not check, but it checks nothing overall. I even went looking and found an added tool, LanguageTool, in settings and enabled it. Restarted the program. No go. Grammar is really not checked at all either when F7ing the document.
Any thoughts trying the sample? Maybe this is too advanced for Libre to check and I need other options?

On the Language Tools website, Browse LanguageTool Rules: 6,124 matches for English, you can type in question to get a list of grammar rules for questions.

Lightproof Grammar which is included with Windows English versions did not flag any issues.

As a comparison, Word 2010, correctly flagged two sequential punctuation marks in 2C but did not offer a preference for the question mark over the comma. It also incorrectly flagged 3A & 3B as fragments and suggested lower case t for the start of 1A & 1B

Grammarnet (online version of Grammarly) checked paragraphs 2a-d and gave this result, that is, no problems except my copying

For question marks, you might need a very specialised tool or maybe try AI.
