Sheet Protection On and Unprotected Cell Validation is able to be changed

In version 7.5.0.3 when the sheet and spreadsheet structure has protection on, the validation rules for unprotected cells can still be changed. Validation rules should not be able to be changed when sheet structure is on in my opinion. Unless I’m missing something. In Excel with workbook protection on, unprotected cells cannot have their validation rules changed.

I see, but I don’t think there is a solution.
Validation, as I know, it’s part of cell format, and like the rest of options of cell’s format is modifiable if the cell it’s not protected.
