Writer: different page numbers in pages and table of content

when settings footer page number offset to -1 and adding table of content then numbers are not identical.

If you want to change the actual page number and not the displayed number, do not use the Offset value. To change page numbers, read the Page Numbers guide.

Effectively, you need to Insert > More breaks > Manual break, in the dialogue choose a page style and tick the box, Change page number and set the starting page numebr if it is wanted to be 1

An offset does not change the page number. Your page keeps its intrinsic “physical” page number in its group (the set of pages between two explicit “special” manual breaks).

What an offset does is to reference another page at a distance equal to the offset and retrieve the corresponding page number for display. When the page does not exist, you get “void”.

This explains why your TOC (retrieving “physical” page numbers) and your pages (displaying the number of another page) differ.

i have find the solution:
i add a manual page break and then choose the option to change page numbering.
