How to change the installer language?

Tried to install this after a couple of years, but looks like it still has the same problem: the installation language defaults to one that I cannot read. Which makes it impossible to determine which components I'm installing, etc.

So how do I switch it to use English?

Note: The tricks mentioned in the past threads, such as appending 'TRANSFORMS=:2047 UI_LANGS=en_GB' don't work. The only thing that changes is the initial popup, after which it changes the language to one that I can't read.
